HVAC installation depends on the coordinated availability of approved designs, dimensionally compatible components, fabricated materials, site access, predecessor work, crew capacity, and inspection criteria. A scheduled installation task may therefore be impossible to execute even when it appears in the weekly plan. This conceptual study proposes a decision framework for assessing mechanical work-package readiness before release to installation crews. Eight evidence-based gate domains are combined into a binary release rule, while unresolved constraints are assigned owners and tracked through a look-ahead register. The framework distinguishes package readiness from weekly commitment reliability and measures accepted output, direct labor productivity, waiting, rework, and first-pass inspection yield separately. A hypothetical HVAC-zone example demonstrates the release decision and calculation of these measures, including how changes to the commitment denominator can distort reported performance. The example illustrates the framework’s logic; it does not establish productivity gains or waste reduction in an observed project. Prospective testing with package-level records, verified geometric tolerances, labor hours, and inspection outcomes is required to evaluate its effectiveness in mechanical installation practice.
